USPS makes case for ending Saturday delivery as postal reform push continues
The U.S. Postal Service's worsening financial situation led Postmaster General Pat Donahoe to announce last week the agency would end Saturday mail delivery beginning in August. But lawmakers on the Senate Homeland Security and Governmental Affairs Committee were divided over Donahoe's announcement. The postmaster general told the committee during a hearing Wednesday the decision was necessary to save $2 billion a year and to begin shoring up the service's funding shortfalls.

Lawmakers 'committed' to postal reform in new Congress
Sen. Tom Carper (D-Del.), the chairman of the Senate Homeland Security and Governmental Affairs Committee, and Rep. Darrell Issa (R-Calif.), the chairman of the House Oversight and Government Reform Committee, said they were committed to working together to pass postal reform legislation in the new Congress. Postmaster General Patrick Donahoe renewed his call for congressional action, saying the agency faces an "unsustainable" financial path.

Senate votes to require DHS clean audit by 2013
The Homeland Security Department would be required to conduct and pass a full financial audit under a bill unanimously approved by the Senate on Wednesday. The DART Act requires the agency, long characterized by the Government Accountability Office as being at high-risk for waste and abuse, to reach a clean audit opinion by 2013.

Lawmakers up in arms over report on Army payroll problems
The U.S. Army's $47 billion in annual military payroll accounts has caused major woes for some soldiers trying to collect their pay, according to a new report by the Government Accountability Office. As a result of the Army being unable to track and collect data on numerous pay errors including over payments, under payments, data entry errors and fraud, active duty soldiers are not receiving the correct compensation and this has a bipartisan team of lawmakers furious.

USPS defaults a second time as legislation stalls
For the second time in as many months, the cash- strapped U.S. Postal Service says it will default on a required payment to fund future postal retirees' health benefits. The announcement comes after the agency similarly missed a $5.5 billion payment last month, and as longterm legislative solutions languish in Congress.
