Government hiring is down 37 percent in the past four years. The Pathways Programs were supposed to be part of the solution. But 20 percent of chief human capital officers say they use Pathways often to hire new employees. That's according to a new survey of 62 CHCOs and agency HR leaders from the Partnership for Public Service and Grant Thornton. It describes five big challenges CHCOs see in government.
