VA gears up to standardize ratings for exceptional employees
The Veterans Affairs Department's National Cemetery Administration is testing the new employee appraisal system, called GEAR, to better define and measure employee performance. Obama extends labor-management council to 2013
Unions, management associations and agencies will continue to meet through September 2013 to discuss issues from employee evaluations to bargaining over office space and technology. President Barack Obama signed an executive order extending the National Council on Federal Labor-Management Relations, the President's Management Advisory Board and seven other advisory committees.

Lawmakers at odds over 'official time'
House Oversight and Government Reform members disagreed on the whether federal employees should perform union activities during the work day. A bill banning official time has been introduced which AFGE says would all but end collective bargaining rights.
