Among them: Shuttering data centers and transitioning to cloud-computing platforms and implementing more robust metrics and processes to effectively manage large-scale IT projects. Agencies have taken the first steps in building a more digital-friendly government. As part of the far-reaching digital services strategy released in May, most large federal agencies have identified services and resources that could benefit from a digital overhaul.

Not all agencies are using TechStat for IT projects that are in trouble. In an exclusive report, Federal News Radio finds agencies are seeing unexpected benefits in applying the evaluation tool to programs that are on track. Treasury used TechStat to figure out how best to consolidate three procurement systems.
Federal CIO Steven VanRoekel wants agencies to create vendor management organizations to centralize how contractors work with departments. So far, four agencies are piloting the vendor management organizations. VanRoekel, who also wants agencies to use investment review boards more for strategic goals, said the use of both tools "very much align with our priorities to do more with less."

The Veterans Affairs Department said it saved $40 million by using this centralized approach to managing contractors. vendor management organizations also help agencies buy more strategically. OFPP plans to expand strategic sourcing and sets a $2 billion savings goal by 2015.

Federal Chief Information Officer Steve VanRoekel and Office of Federal Procurement Policy Administrator Joe Jordan released the guidance that highlights possible risks or challenges, and offers checklists, templates and other tools to make the move to this smaller, more outcome based approach easier for agencies.
Federal CIO Steven VanRoekel said the new documents met three of five action items that agency technology managers developed last winter. OMB received buy-in not only from CIOs, but CFOs, CAOs and CHCOs before finalizing the plans.
The Chief Information Officers Council soon will allow agencies to hire technology fellows under a new initiative to help the government compete with the private sector for IT talent. The Technology Fellows Program, part of the 25 Point Plan to Reform Federal IT Management, will give agencies fast-track hiring authority.
The new strategy details several requirements for agencies to meet by Aug. 31. The goal is to reduce the amount of money agencies spend on commodity IT and have them spend it on innovations.
