A Senate Homeland Security and Governmental Affairs Committee subcommittee heard testimony Thursday on a seemingly simple subject: Is it cheaper for the federal government to employ its own workforce or hire contractors? But industry groups representing government contractors say the question is often more complicated than it might seem.

New legislation aims to implement some recommendations of the Commission on Wartime Contracting. Includes provisions that would automatically suspend contractors accused of wrongdoing in overseas contingency scenarios.

Stan Soloway, the president of the Professional Services Council, predicted 2012 would be known as the "year of the acting" — referring to the influx of acting directors, secretaries and administrators that would be ushered in if political appointees step down.
Stan Soloway, the former deputy undersecretary of defense and the CEO of the Professional Services Council, joined In Depth with Francis Rose to discuss the ups and downs of the acquisition community in 2011.
