Shelley Metzenbaum is now the president of the Volcker Alliance, a non-partisan group trying to improve trust in government. Metzenbaum left the Obama administration earlier this month.
Shelley Metzenbaum's last day was Friday after four years at OMB as the associate director for personnel and performance. She said agencies understand now, more than ever, that setting goals and measuring their performance against them makes a big difference in how they meet their missions.
OMB's associate director of performance and personnel management is returning to Boston after four years of leading the day-to-day Obama administration performance management agenda.
The administration updated Performance.gov with a variety of data to highlight progress against each agency's goals and the cross-agency goals. OMB's Shelley Metzenbaum said the depth of information now on the site puts pressure on agencies to meet or surpass their goals. Interior and Education provide examples of how the discipline that the high-priority goals demanded has positively impacted their agency.
The White House issued the updated Circular A-11 guidance for the 2014 budget development. The performance management section includes some of the most significant changes. In an exclusive interview with Federal News Radio, OMB's Shelley Metzenbaum said agencies have a multi-year plan to improve programs and accountability.
Shelley Metzenbaum said agencies are doing a better job in setting outcome-based goals and using data to measure their progress. OPM is finalizing guidance and training to use the competence models for performance improvement positions. Treasury and DHS are setting their own path to using data to meet their mission goals.

An exclusive Federal News Radio online survey of federal PIOs finds agencies are using performance to improve their missions, but more than half of the Performance Improvement Officers wear multiple hats. Respondents also said they have strong support from their superiors and their agency is committed culturally to improve performance. Shelley Metzenbaum, the Office of Management and Budget's associate director for performance and personnel (pictured) said success in performance improvement across agencies has taken off recently. "This is not just being driven by OMB, but it is really being owned by the agencies," she said.
Agencies have tons of data but don't always use it wisely. A new report examines how a few agencies are analyzing statistics to reach their goals. The Partnership for Public Service and IBM suggest in their report agencies try the 2002 Oakland A's approach to using statistics to build a winning team.
