The Pentagon has set up a new subcommittee to review its processes, policies and practices for how it audits and administers contractor purchasing, billing, estimating and accounting systems. This DoD-only panel will develop recommendations and an action plan in the next six months. DCAA says about 69 of the top 100 Defense contractors have at least one deficient business system.

Commissioner Dov Zakheim told FederalNewsRadio DCAA and DCMA "just didn't seem to be working in harness, and we got assurances, very, very firm assurances, from a very senior Defense official, Mr. Shay Assad, who said he's going to have it sorted out in 30 days. And frankly, we believe him."

Shay Assad, director of the office of Defense Procurement and Acquisition Policy, told industry professionals Thursday that DoD would provide them with a clearer picture of what the Pentagon wants when it issues solicitations to industry. Past acquisition processes, he said, had forced vendors to guess what factors DoD thought were truly important.
The Defense Department is looking to standardize the procedures its components use in source selection under competitive acquisitions. New DoDwide procedures issued this month will take effect in July.
Agency leaders say a commitment hiring and training contract oversight personnel is an important step towards balancing the federal budget and increasing efficiency. They highlight several creative cost-cutting measures being undertaken government-wide.
A possible price crunch coming to the Federal contracting world is raising eyebrows in the vendor community.
