EPA, HUD search for ways to keep mid-career feds
Mid-career employees are a scarcity in government. While agencies are awash with employees at the early career stage and those with 20-plus years of federal service, there aren't enough in the middle stages, and that has federal managers worried. Agencies like EPA and HUD are taking matters into their own hands. Both are launching new efforts aimed at keeping mid-career feds from leaving government for the private sector.

VA, HUD to put 10,000 homeless veterans in permanent housing
The departments of Veterans Affairs and Housing and Urban Development want to put 10,000 homeless veterans in permanent housing with case management.

Housing and Urban Development Secretary Shaun Donovan, along with W. Scott Gould, the deputy secretary of Veterans Affairs, announced the launch of Project REACH — short for Real-time Electronic Access for Caregivers and the Homeless. Singer Jon Bon Jovi, who chairs the Jon Bon Jovi Soul Foundation in New Jersey and is also a member of the White House Council for Community Solutions, was also on hand for the announcement.

Donovan focuses on morale to turn around HUD
Congress gave Department of Housing and Urban Development programs to help homeless vets a slight boost in fiscal year 2012, in what may be a sign that Secretary Shaun Donovan's plan to turn around an agency once called the "poster child for scandal-ridden, dysfunctional bureaucracy" is working. Donovan said he is emphasizing performance based on data, and demanding that HUD staff increase collaboration among themselves and with other agencies. He spoke Thursday at the Excellence in Government conference in Washington.

'Fog' lifting over federal employees, officials say
The morale of workers is on the rise after recent events highlighted the work the government does, officials say. Agencies also are taking specific steps to address employee challenges in their own agencies. DoT Secretary Ray LaHood said "pot shots" at employees is unacceptable.

New regs to improve hiring of college grads
OPM Director Berry said agencies are commenting on the rules to implement President Obama's executive order to bring college graduates more easily into the government. Berry also wants Congress to change the law so feds who want to retire can phase in their exit and act as mentors.
