Agency cybersecurity deficiencies remain as attacks reach all-time high
Federal agencies reported more than 48,000 cyber attacks in 2012 and continue to struggle to defend their networks, according to a new report from the Government Accountability Office. Senators are now renewing their push for comprehensive cyber legislation, which would include an update to FISMA.

GSA praised for steps to reform culture, organization
Senate lawmakers and the agency's Inspector General say the strategy to reorganize the General Services Administration and make it more accountable is on the right track. GSA to centralize oversight of IT, HR after top-to-bottom review

Along with consolidating CIO and human resources offices, Tangherlini wants the Federal Acquisition Service to reduce its fees. Senators tell DoJ to fix its suspension, debarment databases
Sens. Joseph Lieberman (I-Conn.) and Susan Collins (R-Maine) want regular updates from Justice officials on the steps they are taking to better input and share information on vendors who have committed crimes. The DoJ IG found the agency's internal controls and training were lacking.

Senator questions delay in reporting TSP cyber breach
One senator is questioning why it took nine months for the Thrift Savings Plan board to find out about a sophisticated cyber attack that compromised 123,000 TSP participants' accounts. Sen. Susan Collins (R-Maine) also wants to know why Congress wasn't informed of the breach until more than a month after it was reported to the board.

Legislative changes needed to make bigger dent in improper payments
OMB controller Danny Werfel said the computer matching provisions in the Privacy Act make it harder for agencies to share information that would make stopping or finding waste, fraud and abuse easier.
