Instead of remaking the SES, let's create something completely new

The key to SES reform is not about tweaking the SES or writing a set of guiding principles that no one will follow. Former DHS human capital exec Jeff Neal takes you inside his idea for an entirely new merit-based construct, neither career nor political, that is focused on a much smaller number of critical federal jobs.

John Salamone, Vice President, FMP Consulting

The retirement claims backlog reached its lowest level in more than a year. The Office of Personnel Management said it received 1,600 fewer claims last month than expected. But it's predicting 19,000 new claims for the month of January. John Salamone is vice president of FMP Consulting and former executive director of the Chief Human Capital Officers Council. He shared his Top 3 for 2015 on In Depth with Francis Rose. He says more federal employees will retire this year than in the last -- but there's a whole group of people leaving government that isn't getting enough attention.

Moran takes pragmatic approach to SES reform

Rep. Jim Moran (D-Va.) said a realistic approach is needed to reform the Senior Executive Service. His bill would automatically increase pay for highly rated SESers. However, the bill leaves out controversial provisions requiring mandatory agency rotations for SES members. The pragmatic approach is necessary to "rescue" the program which has struggled with recruiting new members.
