SBA tries for less disparity in disparity ratios
SBA awarded a contract to the KauffmanRAND Institute for Entrepreneurship Public Policy (RAND) to complete a revised study of the availability and utilization of WomenOwned Small Businesses in prime contracts. In the study, RAND computed disparity ratios in twentyeight different ways.

Small business contracting bill brings changes
Senate Small Business and Entrepreneurship Committee passes small business contracting bill focusing on four main areas. Agencies would have to justify bundled contracts and create new policy to oversee subcontracting. Vendors do not support all provisions of the bill.

Final regulation applies to all agencies for determining eligibility of veteran-owned and service-disabled veteran-owned small businesses. Agencies spent almost $20 billion with these firms in 2008.

GAO sees more bid protests in 2009
The agency received more complaints last year than in any of the previous eight years. GAO also came to a final decision on more cases in 2009 than the year before. More agencies and vendors also are turning to alternative dispute resolution to solve their differences, GAO finds.
