DoD, State see light at end of wartime contracting reform tunnel

In responding to a list of wartime contracting changes Congress ordered last year, agencies cited many advances, but acknowledge challenges remain. Recent audits show major problems in how the Defense and State departments, and the U.S. Agency for International Development, continue to spend billions of dollars in Afghanistan.

Agencies could be liable for certain costs under sequestration

Agencies will be liable for many of the costs coming from the termination of contracts, including legal fees and employee compensation costs, if sequestration happens Jan. 2, 2013 and if vendors do not issue layoff notices this fall.

GAT Board to finish testing spending oversight tools this summer

In its second report to the President, the Government Accountability and Transparency Board updates progress on several pilots to implement three broad-based recommendations. DoD and HHS are reviewing how best to standardize spending data. OMB is developing a Statement of Spending to provide more transparency into how agencies spend their funds.

Obama appoints DoD acquisition policy chief to head spending watchdog

President Barack Obama announced he will appoint Richard Ginman, the director of Defense Department procurement policy, to chair the Government Accountability and Transparency Board (GATB), a spending and transparency watchdog. Ginman has served as the director of Defense Procurement and Acquisition Policy (DPAP) for a little more than year.

Agencies must cut service contracting by 15 percent

OMB will tell agencies to focus on management support service contracts and reduce spending by $6 billion. OMB said contracting for management support services grew at a faster rate than other types of contracting. The initiative is part of the administration's Campaign to Cut Waste.
