Issa's IT reform bill moves through committee, concerns still remain
The House Oversight and Government Reform Committee approved the Federal IT Acquisition Reform Act (FITARA) with little debate and no amendments. Rep. Darrell Issa (R-Calif.), the bill's author and chairman of the committee, said the provisions to give CIOs more budget control and the IT project and program management improvements will have a big impact on how agencies spend money on technology.

National archives gets ready to taste first fruits of TechStat labor
The National Records and Archives Administration will modify its Electronic Records System for the first time since it went into the operations and maintenance phase. Mike Wash, NARA's CIO, said the use of Technical Direction Letters is one of the key lessons learned from the TechStat session ERA went through in 2010.

OMB upgrades IT Dashboard with new tools, better data

Tightening budgets renew OMB's push for IT project oversight
Federal CIO Steven VanRoekel said he will send SWAT teams to fix problematic technology projects. OMB also will ramp up monthly TechStat sessions. The governmentwide IT budget request drops almost $600 million.

HUD takes three-pronged approach to improve IT projects
The agency is using a new project management approach, TechStat sessions and new CIO authorities to fix long-standing oversight problems. HUD CIO Jerry Williams said all seven priority programs met their cost, schedule and performance goals this year.

VA delivering 9 out of 10 IT projects on time
In the Department of Veterans Affairs, it took two years and a big culture change to raise the rate of on-time deliveries of IT projects from below 30 percent to just shy of 90 percent. But according to VA's CIO, those changes amount to his department giving itself its own budget increase.

VA solves project management woes through competency models
The agency puts employees in pools based on their expertise, and then the employees move from project to project based on the needs of that program. VA now is working on 60 percent more projects than under the previous approach.
