Philip Hart Cullom, Naval Operations for Fleet Readiness and Logistics

The Navy continues to change the way it thinks about energy consumption. Navy Secretary Ray Mabus recently outlined several energy goals for the next six years. They include reducing petroleum used afloat and increasing alternative energy use ashore. Much of the responsibility for that plan falls to Vice Admiral Philip Hart Cullom, the Deputy Chief of Naval Operations for Fleet Readiness and Logistics. Sequestration already biting Navy, Marines readiness

Currently deployed units and those behind them are fully trained and equipped, the services say. But those next in line "aren't doing much." The fiscal 2013 budget also may be too little, too late in some ship repair and maintenance efforts.

New director assigned to Navy energy division

Rear Adm. Michael Franken has been assigned as the new director of the Energy and Environmental Readiness Division in the Office of the Chief of Naval Operations. He replaces Rear Adm. Philip Cullom.
