In the fiscal 2015 budget request to Congress, the White House detailed 15 cross-agency priority goals and almost 100 agency-specific goals. The goals and new strategic plans are laying the groundwork for agencies to continue to improve mission delivery and operations over the next two years.

Plain old good manners tell us we shouldn't go around judging people. But in the federal HR world, entire performance rating systems are built around judging others. Former DHS CHCO Jeff Neal says it's time for agency managers to think differently about how they rate their employees.
Agencies need to do more to fully implement the Government Performance and Results Modernization Act, according to the Government Accountability Office. Forty percent of agency managers remain unfamiliar with cross-agency priority goals developed by the administration. The report also recommends agencies do more to ensure the performance information they release is both useful and used by federal managers to measure agency results.
Shelley Metzenbaum is now the president of the Volcker Alliance, a non-partisan group trying to improve trust in government. Metzenbaum left the Obama administration earlier this month.
OMB's associate director of performance and personnel management is returning to Boston after four years of leading the day-to-day Obama administration performance management agenda.
