Defense Secretary Chuck Hagel said he's taken several steps to improve the military's response to and prevention of sexual assaults, but that the problem can't be solved by policy directives alone. On the matter of sexual assaults, he said he believes the military's chain of command has suffered an accountability breakdown.
The lower chamber's bill would significantly soften the blow against DoD and potentially eliminate current plans such as civilian furloughs because of the automatic budget cuts. The remainder of the government would remain under both sequestration and a full-year continuing resolution.
The automatic budget cuts set to occur under sequestration will go into effect as a matter of law on Friday. But their full impact won't be felt until late this spring, long after lawmakers encounter the next budget showdown.
Air Force commanders will get orders in the next few days to plan for the possibility of fewer flying hours, providing fewer office supplies and working on fewer IT upgrades. Part of the service's planning will be to figure out how many civilian workers would need to be furloughed and for how long.
The Air Force said it has identified 59 victims at a basic training facility. Thirty-two instructors are among those who have been accused or convicted of committing sexual improprieties with trainees. Senior leaders say they must do more to stop the problem.
Col. Glenn Palmer has overseen basic training for all new Air Force recruits as commander of basic training at the 737th training group at the Texas base.
The Air Force honored retiring General Norton Schwartz Friday morning at Joint Base Andrews and observed the installation of his successor General Mark Welsh. General Schwartz's retirement brings to a close his career of over 40 years.
