Tips, techniques to write in plain language
It's been two years since the Plain Language Writing Act became law. While agencies are doing a better job, more work needs to be done. A federal expert on plain language is offering agencies the writing tips he employs on a daily basis. At the same time, a new bill in Congress would extend the plain language act to cover federal regulations.

Congress repeals STOCK Act reporting requirements for senior execs
Congress approved a bill Friday to eliminate expanded financial-disclosure reporting requirements for Senior Executive Service members, just days before the new requirements were to go into effect. Both the House and Senate approved the measure by unanimous consent. The expanded reporting requirements were set to go into effect Monday.

Redundant agency programs wasting billions of dollars
From catfish inspections to military uniforms, redundancy problems within government agencies span virtually every major department and agency across government, according to Comptroller General Gene Dodaro. The latest report from Dodaro's Government Accountability Office brings the number of redundant or inefficient mission areas within agencies to 162.

OMB offers updated guidance to agencies facing sequestration cuts
The Office of Management and Budget has directed agencies to take full advantage of the funding flexibilities they have under law as they implement across-the-board sequestration cuts, that went into effect March 1. In an April 4 memo, OMB Controller Danny Werfel also directed agency and department leaders to be mindful of certain types of performance awards and to work with agency inspectors general before making cuts to IG offices.

Feds' view of senior leaders takes a nosedive
Employee satisfaction with agency leadership dipped for the first time in 10 years in 2012, after years of slight but consistent gains. Leadership scores fell to 52.8 points on a 100-point scale, a drop of 2.1 points from 2011 levels, according to a new report from the Partnership for Public Service and Deloitte. It's the first time in the last decade that overall scores dropped year-over-year.

SES includes more women, minorities than ever before
The Obama administration's efforts to increase the diversity of the Senior Executive Service are starting to pay off. A new report from the Office of Personnel Management shows that in 2012 there were slight increases among women and racial categories.
