Waste, fraud in Iraq put all eyes on DoD contracting

When the Defense Department began contingency contracting operations on a large-scale in Iraq in 2003 it was largely a trial by fire. Despite the best planning, DoD lacked the programs and practical solutions to handle the environment, officials say. Since then, commissions, panels and lawmakers have offered fixes and DoD has evolved to try to create "rock-solid" reforms. Panel examining flaws in DLA's food-for-troops contract

The Pentagon and the company that supplies U.S. troops in Afghanistan with food and water are locked in a billion-dollar billing dispute that illustrates the flawed management of contracts for battlefield support, according to documents released Thursday by a House oversight subcommittee investigating the arrangement.

Study: National security needs overhaul

The Project on National Security Reform studied the human capital program for national security personnel - and found that it doesn't exist. The report's primary finding was that national security teams function in silos within each agency rather than collaborating across all agencies and levels of government.

Lawmakers are criticizing U.S. military officials for failing to heed warnings about the role they say a Pentagon transportation contract plays in fueling extortion and corruption in Afghanistan. Massachusetts Rep. John Tierney says the companies hired to move food, water, fuel and ammunition to American troops stationed at bases across Afghanistan are forced to pay warlords millions of dollars to ensure safe passage. The spoils may then be funneled to the Taliban and insurgent forces, potentially making the U.S. an unwitting financier of the enemy.
