When federal agencies have a job opening, they tend to horde their candidates. And there's little sharing of candidate evaluation when someone does apply for a job at more than one agency. A new bill from Sen. Jon Tester (D-Mont.) would change that by having agencies pool their candidates. John Palguta, vice president for policy at the Partnership for Public Service, joined Tom Temin and Emily Kopp on the Federal Drive to discuss if the bill is a good idea.
The problems at the Veteran Affairs Department continue to unfold. Meanwhile, the largest civilian agency lacks a Senate confirmed leader. We've seen this pattern before: troubled agency, departed leadership. Some come roaring back, some limp along. John Palguta is the vice president for policy at the Partnership for Public Service. He joined Tom Temin and Emily Kopp on the Federal Drive to discuss how the VA can shape a more promising future.
The problems at Veterans Affairs, and the unsuccessful rollout of healthcare.gov could be evidence of something systemic. Some call it a 'civil service crisis'. Whatever it is, it's claimed jobs at both the career and political appointee levels. John Palguta is the Vice President for Policy at the Partnership. He spoke with Tom and Emily on the Federal Drive.
Agencies are struggling to fill gaps in their succession-planning efforts, according to a new survey. Many of the HR professionals surveyed said their agencies aren't planning to invest in key succession-planning initiatives. And even where they are taking action, too many agency managers are taking a piecemeal, "siloed" approach, according to experts.
Millions of federal employees show up for work day after day. But are they all fully engaged? The evidence says no, and the problem is getting worse. People who run HR in agencies, the Chief Human Capital Officers, have a lot of the responsibility for helping ensure an engaged and enthusiastic workforce. Each year, Grant Thornton and the Partnership for Public Service survey federal CHCOs. John Palugta, vice president for policy at the partnership, joined Tom and Emily on the Federal Drive to discuss the highlights of the survey.
Dan Mintz, president and executive director of the Advanced Mobility Academic Research Center, and John Palguta, vice president of the Partnership for Public Service, count down the week's top stories with Francis Rose.
The Partnership for Public Service has come up with a new set of civil service reform ideas. Together, they would modernize the decades-old General Schedule system to better reflect the work of today's federal employees. John Palguta, vice president for policy, describes problems with the GS system to Federal Drive hosts Tom Temin and Emily Kopp.
The Office of Personnel Management is making tweaks to how agencies report time-to-hire data. But experts who spoke to Federal News Radio say they don't think OPM is giving up on the idea of improving the federal hiring process. Instead, they say, it appears OPM may be shifting its focus to measuring the quality of new federal hires.
Federal employees will soon get their annual chance to speak out about how they're feeling about their workplace, morale and management within agencies. The Office of Personnel Management will soon roll out this year's Federal Employee Viewpoint Survey. Federal Drive host Emily Kopp spoke with John Palguta, vice president of public policy at the Partnership for Public Service, who offered some tips for agency managers prepping for the survey.
