Unions frustrated by slow-roll of some labor-management forums

At the National Council on Federal Labor-Management Relations meeting, several employee representatives said the time has come for the committee to put more pressure on agencies to have more of the collaborative forums up and running well. During a time of budget reductions, possible furloughs and a government shutdown, the unions say the forums provide a way for agencies to better manage all of these fiscal challenges.

OPM fast tracking draft regulations for phased retirement

Director John Berry said the agency's Innovation Lab is helping to take a different, more rapid approach to developing the proposed rule to implement the new program. Rep. Gerry Connolly (D-Va.) also is suggesting the creation of a "leave bank" for workers who leave federal service but plan to return. Berry said that's an innovative idea OPM may look at.

OPM survey: Tight budgets, pay freeze 'taking toll' on employee satisfaction

Employee satisfaction across the federal government is sagging, according to the 2012 Employee Viewpoint Survey released by the Office of Personnel Management Wednesday. While there weren't any drastic drops, scores governmentwide were down in every major measure, including employees' satisfaction with their jobs, supervisors and pay.

Locality pay, official time reports likely to rekindle federal pay debate

The Federal Salary Council will submit to the Federal Pay Agent in the coming weeks a recommendation to increase the number of localities that get special pay rates. OPM also will release the annual report on how much time federal employees spend on union activities during working hours. CHCO Council will also consider certification process for HR employees.

Premiums for federal health plan set to increase 3.4 percent

The Office of Personnel Management announced 2013 premiums for the Federal Employees Health Benefits Program are set to increase 3.4 percent. That's slightly below last year's increase of 3.8 percent, which had been the lowest since 2008. In 2010, premiums rose 7.3 percent.

Retirement claims hit highest level since January

Federal employees submitted nearly 9,000 retirement claims in August - more than in any other month besides January, which typically sees a wave of feds taking retirement. The Office of Personnel Management received 8,973 retirement claims in August, nearly a thousand more than it projected. The agency processed 11,896 claims, also surpassing its goals.
