House passes bills to halt bonuses, increase transparency of feds

The House passed the Stop Government Abuse Act Thursday by a vote of 239-176. The bill is part of a Republican legislative package aimed at slashing government waste and abuse.

House committee remains mum on federal pay raises

The Financial Services and General Government spending bill seeks to cut $2 billion from the president's request. The bill says nothing about granting feds a pay raise in 2013. The House committee follows the lead of Senate appropriators, which also remained silent on the issue.

House restores some e-gov funding in CR

Lawmakers included $17 million in the one-week bill to keep the government open. This is still short of the $35 million the administration requested, but it will help keep some of the open governments running.

OPM says managers are too timid

OPM Director John Berry is calling for agency executives to use their existing tools to get rid of poor performers. Berry tells House lawmakers that over the next year OPM will work with managers improve performance management. OPM also giving up on its retirement systems modernization program and putting its financial management system upgrade on hold.

Kundra pitches more budget authority for CIOs

The federal CIO told House lawmakers that one major reason IT projects fail is the lack of authority agency technology executives have over spending. Kundra said as part of the 25-point IT reform plan, OMB is restricting the roles of all major agency CIOs. He said the Interior Department is the model, and HHS is next.
