State's Amin leaving CIO role temporarily

Kirit Amin stepped down suddenly after four years as the CIO of the Bureau of Consular Affairs to take a 120-day reassignment with the State Department CIO. He decried "cronyism and nepotism" at the State Department and said the bureau has entered into bad contracts. "The duplication and waste in government is phenomenal, and I was not going to put up with that crap nor will I put up with contractors who will rip off the government," Amin told Federal News Radio.

OFPP takes on second challenge of taming MACs

The Office of Federal Procurement Policy and GSA are working on a directory of Federal Supply Schedule blanket purchase agreements. The database would help fix one of the "biggest blind spots" in federal acquisition today, said Dan Gordon, OFPP administrator. OFPP's memo to require business cases for multiple-award contracts received praise for its direct and specific requirements.

Acquisition expert Wilkinson to leave Senate committee

Molly Wilkinson, a 22-year federal employee, will take her first job in the private sector as head of government affairs for Regions Bank. She worked as the Republican general counsel for the Senate Homeland Security and Governmental Affairs Committee for the last two years.

GAO slams agency cyber efforts

Auditors find all 24 agencies it reviewed had weaknesses in security controls. GAO also found problems with training and oversight of contractor systems. It recommends OMB and DHS provide better performance metrics.

NARA hires IBM to move records system into next phase

Under 10-year, $240 million deal, IBM will provide operation and maintenance support and provide enhancements as necessary to the Electronic Record Archive system. NARA is considering improving search capabilities for agency customers of ERA. NARA CIO Mike Wash said more and more agencies are transferring data and using the system.

OFPP sets new rules for creating multiple-award contracts

Agencies must develop a business case and post it on an internal government site for others to comment on. OFPP also wants senior acquisition officials to sign off on justifications before moving out with a final solicitation. The new guidance comes as GAO and others have found the proliferation of multiple award contracts is costing agencies and vendors millions of dollars.
