Jamie Morin, the outgoing comptroller and President Barack Obama's nominee to be DoD's second director of Cost Assessment and Program Evaluation office, told lawmakers Thursday that the Air Force would struggle to meet the 2014 financial management deadline. Jo Ann Rooney, the nominee to be undersecretary of the Navy, said furloughs from sequestration and the government shutdown have delayed progress on several programs.

In 2006, the service aimed to cut its fuel use by 10 percent. By 2012, it had reduced consumption by 12 percent.
The Air Force orders commanders to start cutbacks in advance of the next budget emergency.
The Air Force's long-range planning and modernization takes back seat to preparations for near-term crises, including contingency plans to scale back civilian workforce. Civilian furloughs would be "breach of faith," Air Force says.

The Air Force's comptroller poured $1 billion into a new enterprise resource planning system with virtually nothing to show for it after seven years. The service is restricting the ERP with details to come in the next few weeks.

In reports and testimony to Congress, the Government Accountability Office finds DoD has built a credible plan to meet a Congressionally-mandated full financial audit by 2017. However, the audit agency is skeptical the military branches will be able to implement the plan in time.
