The Inspector General Act gives IGs authority to obtain any information necessary for their investigations, but some agencies are giving IGs a hard time with their requests. Members of Senate and House oversight committees are calling on Shaun Donovan, the recently confirmed director of the Office of Management and Budget, to address the issue.

Among advocates of telework within the federal government, the U.S. Patent and Trademark Office is often seen as the gold standard. But over a period of about four years, one group of PTO employees -- mostly teleworkers -- literally got paid for doing nothing. And it wasn't a secret. Managers within the Patent Trial and Appeal Board even devised a special pay code for time when employees were on the clock but weren't working: "Other Time." Those findings are part of a new report from the Commerce Department Inspector General's office. Todd Zinzer is the Commerce IG; on In Depth with guest host Jared Serbu, he explained how widespread this problem was.
A report by the Veterans Affairs' Inspector General's office found that a regional supervisor stockpiled about 8,000 veteran-related documents, and that paperwork with sensitive personal information was poorly handled.
Every major agency has an inspector general. Some are enthusiastic about sharing their office's work with the general public. Others prefer to let their reports speak for themselves. Brian Miller used to be an inspector general -- he's the former IG of the General Services Administration and now managing director at Navigant. He joined In Depth with Francis Rose for the beginning of an ongoing look into the world of inspectors general. He said there's an apprehension in some offices towards publicizing the work they do.
Brian Miller, former inspector general at the General Services Administration, said IGs have a difficult job that often goes unnoticed. He gave Federal News Radio a behind-the-scenes look at how IGs balance mission, the media, agency relationships and a good sense of humor.
Across the federal government, the officials who run hotline programs in agency inspector general offices say they're finding ways to cut their backlogs of incoming cases and get vital information into the hands of investigators more quickly. In part, it's because those officials are communicating with one another like never before.
Intelligence agencies are inconsistent in how they handle disclosures of employee crimes uncovered during lie-detector tests, Inspector General Charles McCullough says.
Forty-one agencies don't have designated inspectors general of their own, according to Senate Financial and Contracting Oversight Subcommittee Chairman Claire McCaskill (D-Mo.). She's sponsoring a bill that focuses on these small agencies that don't have the budget or resources for their own IG. Beryl Davis, director of financial management and assurance issues at the Government Accountability Office, testified recently before the subcommittee. She tells In Depth with Francis Rose about a recent GAO report on oversight at smal federal agencies.
