The Interior Department issued its four-year technology transformation plan where it describes how it will save $100 million a year starting in 2016. Interior's roadmap focuses on back office and administrative systems.

A Federal News Radio survey finds agency technology managers disagree with President Obama and federal CIO Vivek Kundra's recent statements about the poor status of federal IT. More than half of the respondents say the perception of federal technology is worse than the IT itself. Sixty percent say their agency's IT is helping them meet their mission.
Federal CIO Vivek Kundra expects GSA to issue a solicitation by May 10 for a $2.5 billion contract for email-as-a-service. It's part of how the administration wants agencies to move to cloud computing. Kundra said five of seven short-term IT reforms efforts are on track.

The White House cybersecurity advisor said many of his office's initiatives are in the operational stages and are making a difference. But some in industry and government say there is a vacuum in leadership from his office and OMB. Howard Schmidt says it's clear what role his office, OMB and DHS play.
New vice chairman of the CIO Council Richard Spires said he wants small and large agencies to learn from each other when it comes to implementing IT reforms. Small agencies have a different type of challenge than larger ones in implementing OMB's 25-point plan.
The administration detailed a 25-point plan to improve the way agencies buy and manage technology. Current and former government officials say OMB is using lessons learned from the past to set the agencies up for success.
