Work time spent on union activities at a 7-year high for feds
OPM issued its fiscal 2011 Official Time report. The data shows employees, on average, spent 2.82 hours on union-related work during official hours. The cost of official time also increased by almost 12 percent.

House passes bill to streamline process for disposing of excess federal property
The House unanimously voted Tuesday to create a new process for disposing of the federal government's 14,000 excess properties, beginning with a pilot program to sell off more than a dozen of the most profitable facilities. Under the law, agencies would be able to keep a portion of the proceeds from the sale of real property. The bill would also create a comprehensive database compiling a list of all of the federal government's real property.

Issa proposes major reforms to IT management

Changes will 'burnish prestige' of Fellows program, OPM director says
OPM Director John Berry detailed changes coming to the Presidential Management Fellows Program in a recent letter to Congress, obtained by Federal News Radio. The program came under criticism earlier this year for mistakenly sending out 300 letters of acceptance to applicants who had not been chosen for the program.

Former GSA officials to appear before House committee, but not expected to say much
Oversight and Government Reform Committee subpoenas Jeff Neely, PBS region 9 commissioner, to appear. Along with Neely, PBS Deputy Commissioner David Foley and former Administrator Martha Johnson are on the witness list. The Transportation and Infrastructure Committee also is expected to hear from GSA Deputy Administrator Susan Brita, CFO Alison Doone and event planner Lisa Daniels.

Better IT governance helping some agencies reduce duplication
Energy, DHS and DoD CIOs told House lawmakers how each of their agencies is reducing duplicative systems. GAO released its latest report on the IT dashboard and found the three agencies need to improve how they categorize projects.

Congress mulls expansion of VA's system to verify veteran-owned firms
The Veterans Affairs Department's process for verifying eligibility in the service-disabled veteran-owned small businesses program could become standard procedure for all agencies. VA is the only department that checks to make sure contractors are eligible.
