Twenty-five agencies can now make special appointments to hire new digital services experts faster. The Office of Personnel Management says jobs are at General Schedule 11 to 15 levels for up to two years. It's similar to the pilot program OPM launched for the General Services Administration's 18-F program and Office of Management and Budget's Digital Services office last year. The Office of Personnel Management reports March was the fifth month in a row they got fewer retirement claims than they expected to. The retirement wave that federal agencies and outside observers predicted, starting in the late 1990s, has never happened. In fact, the federal workforce gets older every year. That's the focus of our special report "The Reverse Retirement Wave: Planning for a Workforce that's Aging in Place." Three Federal human capital experts joined In Depth with Francis Rose to talk about the results of the survey: Jeff Neal of ICF International, and former Chief Human Capital Officer at the Department of Homeland Security; John Salamone of FMP Consulting, and former Executive Director of the Chief Human Capital Officers Council at the Office of Personnel Management; and Ron Sanders of Booz Allen, and former CHCO at the Office of the Director of National Intelligence.

The retirement claims backlog reached its lowest level in more than a year. The Office of Personnel Management said it received 1,600 fewer claims last month than expected. But it's predicting 19,000 new claims for the month of January. John Salamone is vice president of FMP Consulting and former executive director of the Chief Human Capital Officers Council.
