Congress has returned to Washington for two days, and already things are crabby. But the lame duck session has a lot of work to do. First and foremost, pass spending bills because the continuing resolution expires Dec. 11. The Senate and House appropriations committee chairs have been working on it, but the coming change in the make-up of Congress complicates things. Erik Wasson, who covers Capitol Hill for Bloomberg, joined Tom Temin on the Federal Drive with a look ahead.

Congress may seem consumed by hot-button issues like the Veterans Affairs scandal, but it is moving forward on the nitty-gritty. The House has passed a few fiscal 2015 budget bills. It's moving forward on others. In the Senate, Senate Appropriations Chair Barbara Mikulski (D-Md.) pledges: no more government on auto-pilot. Her committee will approve spending bills too. For an update on all the appropriations, Erik Wasson, a staff writer at The Hill, spoke with Tom and Emily on the Federal Drive.

Plan to prevent sequestration unlikely before election

Every day that passes brings your agency a bit closer to automatic spending cuts under sequestration. If Congress can't figure something else out, the process of reducing spending by $1.2 trillion over 10 years will start, with the 2013 budget. Short-term bill more likely before Friday budget deadline
