Court ruling could tie OSC's hands when it comes whistleblowers

The Office of Special Counsel is "deeply concerned" about the implications of a federal court ruling that stripped low-level Defense Department employees of their ability to appeal suspensions and demotions outside the agency. OSC, which filed an amicus brief earlier this month with the U.S. Court of Appeals for the Federal Circuit, is worried the ruling could have a chilling effect on whistleblowers.

Furloughs pose pitfalls for managers, rank-and-file feds

Talk of federal-employee furloughs has intensified as the clock winds down to March 1 -- the date automatic, across-the-board spending cuts are set to kick in. But even if agencies are forced to go the furlough route, they will have to ensure the workforce reductions are implemented fairly or face a series of potential pitfalls, said John Mahoney, chairman of Tully Rinckey's labor and employment practice group, in an interview on the Federal Drive with Tom Temin and Emily Kopp.

DoD's plans to boost cyber workforce could hit hiring, training snags

The Defense Department plans to boost the ranks of cybersecurity professionals, increasing cyber staff at U.S. Cyber Command by more than five times to some 4,900 employees. But DoD's plan is daunting in more ways than one. The job qualifications and skills needed for the kinds of positions the Pentagon wants are rare and often require years of training and hands-on experience. And even if DoD looks outside the confines of the Pentagon to fill these roles, it's not entirely clear where the new cyber pros would come from.
