Under a revised strategy for creating an interagency e-health record, VA will use its current system, VistA. The department believes DoD should adopt it too.
DoD said it is tightening-up governance over its large business IT systems, looking for indicators of future failure and forcing resource sponsors to justify their needs before projects begin. Elizabeth McGrath, DoD's deputy chief management officer, told House lawmakers the Pentagon is working on data quality and changing business processes to avoid previous problems.
A House Veterans Affairs Committee hearing on the decision by the Defense and Veterans Affairs Departments to scale back plans for a joint integrated electronic-health records systems dredged up longstanding issues with the two departments' EHR efforts.
The two departments are looking for "quick wins" in their integrated health-record strategy, aiming to bring the most important capabilities online three years early.
For the first time, review panels will question not just new IT projects, but also money spent on maintaining older technologies. The changes are part of an overhaul Congress ordered the Pentagon to implement with regard to how it handles investment review boards, the internal overseers that federal agencies use to greenlight spending for business IT systems.
DoD's top financial manager says the Pentagon is pressing forward to meet Congressional edicts for auditable financial statements. But constant federal budget emergencies are sapping huge amounts of energy from the financial workforce tasked with preparing for audit.

Agency officials from the Defense Department and the Office of Personnel Management, along with a handful of other agencies, cited significant improvements in both timeliness and accuracy in the security-clearance program at a Senate subcommittee. The agencies agreed, however, much work remained to maintain that progress and to take on new challenges, such as reciprocity and reinvestigation.
Congress is telling the Defense Department to take a new look at the way it makes decisions about buying big business systems. DoD's deputy chief management officer will take the lead in this effort.
