FMA lauds House bill to help veteran feds

The Federal Managers Association is supporting Tuesday's introduction of the Wounded Warriors Federal Leave Act. Rep. Stephen Lynch (D-Mass.) introduced the bill that would give 104 hours of sick leave to first-year feds that qualify under Veterans Affairs Department.

Lawmakers respond to IRS email scandal with new regulations

House Oversight and Government Reform Committee members approved the Federal Records Accountability Act, which mandates preservation of digital correspondence. The committee also passed the Searching for and Cutting Regulations that are Unnecessarily Burdensome Act, which would establish a presidential committee to find and review outdated, burdensome, costly or obsolete regulations.

Bill making it easier to fire Senior Executives passes first test

House Oversight and Government Reform Committee members approved the Senior Executive Service Accountability Act. The bill would reform the law governing the Senior Executive Service, in part by doubling the probation period of SES members and requiring agencies to justify the positions of SES staff every two years.

Is low employee morale 'compromising' the federal government?

In the wake of across-the-board budget cuts, furloughs and slim -- or no -- annual pay raises, the top Democrat on the House Oversight and Government Reform Committee says he's concerned about a nose-dive in federal-employee morale. Rep. Elijah Cummings (D-Md.) is now asking the Government Accountability Office to look into recent trends in feds' job satisfaction. The lawmakers are concerned declining satisfaction "may be compromising the federal government's ability to serve the American people."

Background check probe zeroes in on USIS contracts

Among the issues considered Tuesday by the House Oversight and Government Reform Committee were contracting practices at the Office of Personnel Management that allowed the largest background-investigation contactor -- accused by the Justice Department of taking improper shortcuts and defrauding the government -- to conduct quality reviews of its own work.

Agency watchdogs seek more independence, budget boost

House Oversight and Government Reform Committee Chairman Darrell Issa (R-Calif.) says agency inspectors general are increasingly facing obstacles in their efforts to uncover waste and misconduct. The top watchdogs at both the Justice Department and the Peace Corps told lawmakers they've faced resistance from their agencies at times in turning over records in recent years. Lawmakers also expressed concern about the impact of across-the-board budget cuts on the operations agency IG operations.

House committee moves forward on postal reform
