Homeland Security is asking for $75 million to consolidate operations and cut the number of leases from 180 to no more than 10. House lawmakers say the DHS and GSA did better in explaining how the funding would be used and where the savings would come from, but members of Congress say tight budgets may force them to spend on operational issues instead.

A recent report from the Inspector General at the Department of Homeland Security charges that some funds spent for conferences and travel were either wasted, or cannot be accounted for. A Congressional panel which oversees DHS commissioned that report, and is expressing its concern. But the agency says it has already taken steps to better spend and account for its conference and travel budget.
Since its creation in 2003, the Department of Homeland Security has been on the Government Accountability Office "high risk" list precisely because of lingering problems linked with trying to manage the super-agency that emerged with the shotgun marriage of 22 separate agencies. Now a Senate oversight panel holds its latest hearing to review efforts to shore up the management of DHS.
