The next steps in defense acquisition reform may come from the Senate Homeland Security Committee. Its Permanent Subcommittee on Investigations asks experts from all parts of the defense acquisition community to tell them where the committee should go next to streamline defense acquisition. Beth McGrath of Deloitte is former Deputy Chief Management Officer at the Defense Department and one of the contributors to the committee's efforts. She worked to institute what she called a cost culture. She didn't use that phrase in her comments to the committee, but Francis Rose asked her if that concept was written between the lines on In Depth.
Few things are as basic to the operation of federal agencies than the budget process. Circular A-11, published by the Office of Management and Budget, is the guiding document for all things budgetary. Just when you think you've got it all figured out, here come the revisions. A-11 has received some important revisions this year you need to know about. Todd Grams is a director in Deloitte's Federal consulting practice, and a long-time federal executive. Communication skills are on the decline among federal agency leaders. The non-profit Partnership for Public Service says only about half of federal employees think their supervisors are good communicators and motivators. The Office of Management and Budget requires federal agencies include more data in its 2016 budget requests for this fall. OMB wants benchmarks and timelines of financial investments so it can organize its cross-agency priority goals. Beth McGrath is director of Deloitte's Federal Practice. The Obama administration has set a bunch of new performance goals for individual agencies and for cross-agency priorities. They've come out as part of the 2015 budget preparations. Cross-agency goals concern missions such as cybersecurity, insider threats, job creation and STEM education. Agency goals involve each department. And then come the overarching goals, like open government, customer service and strategic sourcing.
