Retired Maj. Gen. Arnold Punaro, a member of the Defense Business Board, said the decimation of contracting officers, program managers and others have put the military at a disadvantage in spending hundreds of billions of dollars. He said the answer to their problem is simple but hard to implement: a comprehensive plan to improve the acquisition workforce.
The Defense Department chief information officer needs more clout when it comes to implementing cloud computing, according to an advisory committee consisting of industry executives.

The Defense Business Board, which advises Defense Secretary Gates, is preparing its final report on DoD's National Security Personnel System. The current, NSPS has drawn the ire of labor unions, who want to see workers back in the tried and true GS classification system. Both the President and OPM director John Berry, favor some type of "pay for performance". The DBB is expected to deliver its final NSPS report before Labor Day.
