New analysis points to 'equilibrium' in DoD contract spending

Over the past 20 years, spending on defense contracts far outstripped growth in the overall defense budget. But a new analysis from the Center for Strategic and International Studies points to an "equilibrium," or steadiness, between contract spending as a share of DoD dollars. David Berteau, the senior vice president and director of the International Security Program at the Center for Strategic and International Security, joined In Depth with Francis to discuss the think tank's annual report on defense contracting trends.

Is defense sequestration rhetoric overblown?

David Berteau, senior vice president and director of the International Security Program and Ryan Crotty, a research associate with the CSIS Defense-Industrial Initiatives Group, joined Francis Rose for Pentagon Solutions. According to their research, the effect of sequestration on the defense budget may not be as catastrophic as Pentagon leaders have conjectured.

Defense bill nudges toward outsourcing

Several outsourcing-friendly provisions made their way into the Defense authorization bill approved by the House of Representatives last week. The bill would lift a moratorium on public-private competitions via the A-76 process in DoD, and expresses the sense of Congress that DoD should insource only those jobs which are inherently governmental.
