President Barack Obama announced Tuesday the creation of a new office, the Interagency Trade Enforcement Center, to curb unfair international trade practices. ITEC, which will operate from within the Office of the U.S. Trade Representative, will be staffed with Commerce Department and the intelligence community officials, among others. Administration officials cited a "whole-of-government" approach in standing up the office.
A new report shows agencies already cut the use of management-support contracts by 7 percent in 2011. OMB details four focus areas to continue to reduce spending on contracts for 2012.

There's waste and confusion among the six trade- and business-focused agencies that the White House wants to consolidate. That's the conclusion of four panelists who debated the merits of the proposed merger at the American Enterprise Institute, a free-market Washington think tank. They disagreed, however, on the best solution.
