Recent data from the Office of Personnel Management suggests that the long-predicted retirement tsunami of federal employees may have started. As more and more baby boomers opt to retire, a vacuum of knowledge and experience is being left behind at many agencies. Senate bill seeks to reform Senior Executive Service
Sen. Daniel Akaka (D-Hawaii) introduced the Senior Executive Reform Act, which would link the General Schedule with the pay system for senior executives and let senior executives include their performance bonuses in their retirement calculation.

Moran crafting bill to shake up Senior Executive Service
The federal government's top career folks would have to move out of their "comfort zones," under a bill that Rep. Jim Moran (D-Va) plans to sponsor to overhaul the Senior Executive Service. A new report shows nearly half of federal senior executives have never changed positions, contrary to what lawmakers envisioned when they created the SES in 1978.

New SES appraisal system meant to align agencies
The White House has announced a new system for evaluating the performance of Senior Executive Service members. The system should establish greater consistency among agencies, according to a memo by the Office of Management and Budget and the Office of Personnel Management.

Congress passes bill to honor fallen feds
Agencies can give an American flag to the survivors of a federal employee who is killed in the line of duty under a bill passed Thursday by the Senate. The House unanimously approved the measure last month.

SESers see bonuses drop in face of budget woes
Many agencies began freezing senior executives' pay and limiting performance awards a year before the White House ordered them to do so. That finding comes from a new report by the Office of Personnel Management that some say underscores the pressure to prove a pay-for-performance system can work when there isn't a lot of money.

Obama extends labor-management council to 2013
Unions, management associations and agencies will continue to meet through September 2013 to discuss issues from employee evaluations to bargaining over office space and technology. President Barack Obama signed an executive order extending the National Council on Federal Labor-Management Relations, the President's Management Advisory Board and seven other advisory committees.
