The administration decided to dust off the idea that the government is one big shopper and not 130 medium-sized ones as part of their Campaign to Cut Waste. Federal News Radio examines the issue as part of our special report, The Obama Impact: Evaluating the Last Four Years.
President Barack Obama announced he will appoint Richard Ginman, the director of Defense Department procurement policy, to chair the Government Accountability and Transparency Board (GATB), a spending and transparency watchdog. Ginman has served as the director of Defense Procurement and Acquisition Policy (DPAP) for a little more than year.
A report by the Congressional Research Service finds it's not clear whether agencies are meeting performance goals set out a June 2011 executive order to make the federal government more efficient and accountable.
The administration will kick off the 2012 program to find money-saving ideas in a few weeks. Agencies will get to vote on a final list of ideas in the next few months.
A new report shows agencies already cut the use of management-support contracts by 7 percent in 2011. OMB details four focus areas to continue to reduce spending on contracts for 2012.

The Government Accountability and Transparency Board submitted its first report to President Barack Obama last week highlighting oversight and accountability initiatives that could be used by more agencies. The Recovery Board is testing a new site to bring together analytical and forensic tools to prevent and find waste, fraud and abuse.
