Agencies are struggling to properly use suspension and debarment processes. DHS, DoT and USAID are making major changes to how they oversee contractors after audits find shortcomings in each of their procedures. Lawmakers say they're concerned about contractors who are breaking the law receiving awards.

Improper payment oversight improves
Obama administration officials told Congress agencies are taking a more aggressive stance than ever in their efforts to cut improper payments. The White House has set a goal of reducing such payments by $50 billion by next fiscal year.
