Huge holes in past performance history make decision making at agencies more difficult. For example, the General Services Administration is missing 87 percent of its contractor performance history. But GSA does have about four times more information on its contractors than it did a year ago. Bill Woods is Director of Acquisition and Sourcing Management Issues at the Government Accountability Office. On In Depth with Francis Rose, he explained how well agencies are adapting to a mandate to improve their records on contract performance.

It's been a while since the problems surrounding HealthCare.gov were front page news. But a new examination of the site's troubled launch by the Government Accountability Office makes very clear that the IT acquisition problems that existed in the program over the past few years are not a thing of the past, and users could run into trouble once again during the next open enrollment period. Bill Woods is Director of Acquisition and Sourcing Management Issues at the GAO. On In Depth with guest host Jared Serbu, he shared some conclusions from their examination of the acquisition challenges at CMS.

Multiple roles more help than hindrance, say agency CAOs

The Government Accountability Office looked at how agencies were complying with the Services Acquisitions Reform Act of 2003. It discovered that while many chief acquisition officers had assumed duties far beyond what the act intended, that might not be such a bad thing.

GSA considers alternatives to track contractors

For decades, the General Services Administration has contracted with the company Dun & Bradstreet to provide unique identifying numbers for businesses. These numbers called Data Universal Numbering System or DUNS numbers allow GSA to track contractors and other recipients of federal funds. But the cost of using this service has grown from $1 million in 2002 to about $19 million per year under the current contract.
