Hearing weighs causes of, solutions to low morale in federal workforce

Sen. Jon Tester (D-Mont.), chairman of the Senate Subcommittee on the Efficiency and Effectiveness of Federal Programs and the Federal Workforce, hosted a hearing Tuesday to discuss the low morale of federal employees and explore possible solutions for agencies seeking to improve it.

'Broken' pay system driving SES out of government

More than half of senior executives surveyed by the Senior Executives Association are reporting "low" or "very low" morale with their jobs. The problem lies with a pay-for-performance system where some supervisors make less money than the people they lead. Increasing numbers of senior executive service members are ready to leave the federal government altogether.

FEMA turns to data to fix employee morale problem

Last year, FEMA ranked 231 out of 241 agencies in the Best Places to Work rankings, compiled by the Partnership for Public Service. This year the agency took a deep-dive look at the Employee Viewpoint Survey data to help explain why workers are so unhappy.

In scandal, buck stops with federal executives

Martha Johnson modeled the "ultimate in accountability" when she stepped down Monday as head of the General Services Administration in light of an Inspector General report that outlined wasteful spending at a 2010 training conference in Las Vegas. Also, two other GSA officials were fired Monday.

Donovan focuses on morale to turn around HUD

Congress gave Department of Housing and Urban Development programs to help homeless vets a slight boost in fiscal year 2012, in what may be a sign that Secretary Shaun Donovan's plan to turn around an agency once called the "poster child for scandal-ridden, dysfunctional bureaucracy" is working. Donovan said he is emphasizing performance based on data, and demanding that HUD staff increase collaboration among themselves and with other agencies. He spoke Thursday at the Excellence in Government conference in Washington.
