Pentagon's new cyber strategy looks to Silicon Valley

The cyber policy revisions, which Ashton Carter will announce during a speech at Stanford University, will be the first significant update since 2011, when the department issued its first-ever cyber strategy. Carter's visit to Silicon Valley is the first such trip in 20 years for a Defense secretary. Officials say the pilgrimage is meant to build tighter partnerships between DoD and the tech sector it depends on for cybersecurity and technology innovation.

Defense Secretary Ash Carter will unveil a new Pentagon cyber strategy today. It's expected to revise his department's approach to cyberspace to account for a number of technological and policy changes over the last several years. Officials say Carter also will announce several new initiatives intended to make DoD more capable of adopting cutting-edge commercial technologies for the protection of its networks, and build tighter linkages between the department and Silicon Valley. DoD reporter Jared Serbu joined Tom Temin on the Federal Drive to further preview the plan.

Carter opens door to more DoD civilian job cuts

Ashton Carter, the new Defense secretary, told lawmakers this week that most of DoD's civilian workforce is performing mission-critical functions. But large budgets over the past decade have let the department do a lot of hiring without much thought toward cutting outdated positions, he said.
