The Government Accountability Office looked at how agencies were complying with the Services Acquisitions Reform Act of 2003. It discovered that while many chief acquisition officers had assumed duties far beyond what the act intended, that might not be such a bad thing.
Small and medium-sized contractors and suppliers receive 75 percent of appropriated dollars for defense or military programs. But these small businesses, who lack the lobbying power of top- tier defense contractors, may suffer more from sequestration than big companies.

Former officials from the Office of Federal Procurement Policy say agencies need to get out of the ditch they have dug for themselves by taking multiple-award contracts the wrong way.
The National Protection and Programs Directorate said it would not put a contractor communication guidance in place that would have required agency leaders to answer 15 questions before meeting with companies. Industry experts said the draft guidance would have had a chilling effect on agency-contractor communication.
The Navy's chief information officer released an abbreviated business case analysis template in an effort to encourage IT industry personnel to propose ideas focused on cost savings. The CIO must continue to decrease IT spending by 25 percent over the next four years.
