Departments face challenges with contracting, hardware and policies, two years after OMB included agile development in its 25-point IT reform plan. The approach aims to make development more effective and efficient, but the switch itself has been far from agile.
OMB highlights successes of 25-point strategy on its 18-month anniversary. Federal CIO Steve VanRoekel said agencies saved $100 million from moving email to the cloud. There now are more than 1,000 qualified program managers in the new job series. The IT reform plan helps institute culture change from CIOs on down.

More than half of the CIOs and deputy CIOs who responded to an exclusive online Federal News Radio survey about their 2012 priorities said the recent Office of Management and Budget memo giving them oversight over commodity IT spending either will improve how they manage IT spending or codifies their existing authorities. More than two-thirds of the respondents said their agency's senior decision-makers value their input and 80 percent said those same leaders understand the value information technology brings to the mission.
A new report details how seven technology projects worth $5 billion found success. Auditors found program manager and user engagement is the one every initiative had in common.
