A House Republican task force says Congress should give companies incentives to boost their cybersecurity defenses, Reuters reports.

Incentives could include tax breaks, regulatory relief and protection against lawsuits for companies that embrace certain cyber standards.

Lawmakers also say tougher regulations might be necessary to protect power and water plants.

The Thornberry Report — named for Rep. Mac Thornberry (R-Texas) — recommends a piecemeal strategy for cybersecurity. It also supports legislation to improve information sharing between the government, Internet service providers, and ISP customers.

The report was drafted by a task force of 12 Republicans headed by Thornberry.
