To insource or outsource? That's been a more important question since President Obama's memo last March expressing concern about the level of agencies reliance on outside contractors.
And, of course, Congress has asked agencies - with the exception of DoD - to put guidelines in place regarding how contracts are awarded.
The General Accountability Office has just released a report that takes a look at how various agencies are doing.
