Many agencies are trying to deal with how to reach out to people and how to use collaborative online tools to do their jobs better.

We've seen some cases, however, where the process is hijacked.

There was the Obama transition team asked the public for insights about what issues the new administration should focus on. The top topic turned into legalizing marijuana.

There was the process for the Obama administration's open government initiative, where President Obama's birth certificate became an issue.

So, how should the federal government deal with such situations?

The online encyclopedia Wikipedia has been dealing with these issues perhaps longer then anybody else.

Jimmy Wales is the co-founder of Wikipedia and tells us more.
