Contracting is a key issue for all federal workers.

This week the Government Accountabilty Office released two reports about contracting practices.

Both found there seems to be some resistance to comply with new guidance and safeguards.

John Hutton is the GAO's Director for Acquisition and Sourcing Management.

Links to the reports:

Federal Contracting: Guidance on Award Fees Has Led to Better Practices but Is Not Consistently Applied (GAO-09-630)

Contract Management: Minimal Compliance with New Safeguards for Time-and-Materials Contracts for Commercial Services and Safeguards Have Not Been Applied to GSA Schedules Program (GAO-09-579).
