March 13, 2012 — This week on Off the Shelf, Jim Schweiter, partner at McKenna Long & Aldridge LLP, discusses The Comprehensive Contingency Contracting Reform Act of 2012 (S.2139).

Introduced by Senators Claire McCaskill and Jim Webb, the bill would implement recommendations of the Wartime Contracting Commission, as well as make other fundamental reforms to contingency contracting operations.

Schweiter addresses key aspects of the proposed legislation including significant changes in contractor accountability requirements, suspension of contractors, and length of contingency contracts.

He also provides background information on the role and key findings of the Wartime Contracting Commission
