GAO: Lack of guidance stymies efforts to review DoD service contracts
In 2008, Congress mandated the Pentagon to keep an inventory of service contracts and review it annually to make sure government work wasn't being improperly outsourced. But the Government Accountability Office, in a recent report, found a lack of guidance from the top has led to challenges in implementing that requirement.

Report: Many small-business contracts awarded to large companies

Annuitants give the Army an acquisition workforce boost
The military service depends on retired federal workers' expertise to help with policy development and buying goods and services. Congress extended the ability of agencies to hire annuitants through 2015. The Army said these experienced workers are helping to fill the acquisition workforce gaps that it created with huge reductions in the 1990s.
